Pennsylvania Employees Benefit Trust Fund Board of Trustees Appoints New Executive Director


The Board of Trustees of the Pennsylvania Employees Benefit Trust Fund (PEBTF) today announced the appointment of Don Clair to the position of Executive Director. In this role, Clair will be responsible for the overall operation and administration of the PEBTF, including strategic planning, negotiations with vendors, staffing and member services.

Clair has over 20 years of health care experience, including various leadership roles within health insurance companies. He has broad experience across many facets of health care management, most recently as Vice President of Business Development with Molina Healthcare. He has held market lead roles, led provider contracting and provider service teams, supported health plan operations and guided business development efforts.

Clair earned an MBA from Carnegie Mellon University and a bachelor's degree from Penn State University.

The PEBTF, established in 1988, administers health care benefits to approximately 68,000 eligible Commonwealth of Pennsylvania employees and 65,000 retirees and their dependents. The PEBTF is governed by a Board of Trustees comprised both of Commonwealth and Union representatives.
