Highlights of selected legislation covered in the newly developed protocol include:

• The "European Union (Fluorinated Greenhouse Gas) Regulations 2016 [S.I. No. 658 of 2016], 2016" were issued to give effect to "European Regulation (EC) No 517/2014." In particular, "European Union (Fluorinated Greenhouse Gas) Regulations 2016" specify that the Environmental Protection Agency is the competent authority and list the training certifications for technicians servicing equipment containing fluorinated greenhouse gases. They repealed and replaced "European Union (Fluorinated Greenhouse Gas) Regulations 2011." These Regulations were added to Section 3.0 ? Air Emissions of this protocol.
• The "European Union (Medium Combustion Plants) Regulations, 2017 [S.I. No. 595 of 2017], 2017" transpose "Directive 2015/2193 of the European Parliament and Council" on the limitation of emissions of certain pollutants into the air from medium combustion plants into Irish law. The Regulations apply to combustion plants with a rated thermal input equal to or greater than 1 MW and less than 50 MW irrespective of the fuel that they use. They also apply to a combination formed by new medium combustion plants including a combination where the total rated thermal input is equal to or greater than 50 MW, unless the combination constitutes an Industrial Emissions activity for the purposes of the Environmental Protection Agency Act 1992. These Regulations were added to Section 3.0 ? Air Emissions of this protocol.
• The "European Union (End-of-Life Vehicles) Regulations, 2014 [S.I. No. 281 of 2014] as last amended by European Union (End-Of-Life Vehicles) (Amendment) Regulations 2018, [S.I. 183 of 2018], 2006 as amended through 2018" transpose "European Parliament and Council Directive 2000/53/EC of 18 September 2000 on End-of-Life Vehicles." The requirements are largely aimed at manufacturers and importers. Only the waste vehicle generator requirements are covered in this protocol section. These Regulations repealed and replaced "Waste Management (End-of-Life Vehicles) Regulations, 2006." The Regulations were added to Section 4.0 ? Solid and Hazardous Waste of this protocol.
• The "European Union (Waste Electrical and Electronic Equipment) Regulations 2014 [S.I. No. 149 of 2014]; as last amended by European Union (Batteries and Accumulators) Regulations 2014, [S.I. No. 283 of 2014], 2014" were adopted to give effect to "Directive 2012/19/EU" on waste electrical and electronic equipment in order to contribute to sustainable production and consumption by, as a first priority, the prevention of waste electrical and electronic equipment and, in addition, by the preparing for re-use, recycling and other forms of recovery of such wastes so as to reduce the disposal of waste and to contribute to the efficient use of resources and the retrieval of valuable secondary raw materials. The Regulations impose obligations on persons who supply electrical and electronic equipment to the Irish market, whether as retailers, importers or manufacturers. These Regulations repealed and replaced the "European Communities (Waste Electrical and Electronic Equipment) Regulations 2011." The Regulations were added to the Section 4.0 ? Solid and Hazardous Waste section of this protocol.
• The "Waste Management (Tyres and Waste Tyres) Regulations, 2017, [S.I. No. 400 of 2017], as last amended by Waste Management (Tyres and Waste Tyres) (Amendment) Regulations, 2018. No. 96 of 2018] 2017 as amended through 2018" impose obligations on persons who supply tyres to the Irish market, whether as retailers, importers or manufacturers and on persons who manage waste tyres. These Regulations are designed to maximise the reuse, recycling and recovery of waste tyres. The Regulations were added to the Section 4.0 ? Solid and Hazardous Waste section of this protocol.
• The "European Union (Water Policy) (Abstractions Registration) Regulations, 2018 were issued for the purpose to give effect to "Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000" establishing a framework for Community action in the field of water policy. They set forth registration requirements for abstraction of water. These Regulations were added to Section 5.0 ? Water Resources section of this protocol.
• The "European Union (Drinking Water) Regulations, 2014 [S.I. No. 122 of 2014]" prescribe drinking water quality standards and related supervision and enforcement procedures for supplies of drinking water, including requirements as to sampling frequency, methods of analysis, the provision of information to consumers and related matters. The Regulations update and revoke the "European Communities (Drinking Water) Regulations, 2007." These Regulations were added to the Section 5.0 ? Water Resources section this protocol.
• The "Safety, Health and Welfare at Work (General Application) (Amendment) (No. 3) Regulations, 2016 [S.I. No. 370 of 2016], 2016" set forth requirements for reporting of accidents an dangerous occurrences. These Regulations were added to the Section 11.0 ? Equipment, Machine and Electrical Safety of this protocol.
• The "European Union (Lifts and Safety Components for Lifts) Regulations, 2017 [S.I. No. 232 of 2017], 2017" specify requirements for lifts and lift components. They transpose requirements of "Directive 2014/33/EU of the European Parliament and of the Council of 26 February 2014" on the harmonisation of the laws of the Member States relating to lifts and safety components for lifts. These Regulations repealed and replaced the "European Communities (Lifts) Regulations, 1998" and the "European Communities (Lifts) (Amendment) Regulations, 2008." These Regulations were added to the Section 12.0 ? Material Handling and General In-Plant Safety of this protocol.
