In common with other Scandinavian countries, Norway has a sophisticated telecom market with high broadband and mobile penetration rates and a highly developed digital media sector.

Although not a member of the European Union, the country's telecoms sector is synchronised with relevant EC legislation. Telenor is the dominant operator in all sectors, though there is increasing competition from new entrants. There remains considerable change among sector players, with Telia having increased its market share by acquiring the operations of Tele2 and Phonero and making a move into the fixed-line market by acquiring TDC's units Get and TDC Norway in July 2018.
The broadband market has been supported by a technologically savvy populace as well as the efforts of providers to migrate subscribers to fast broadband services provided by fibre networks, VDSL and upgraded cable infrastructure. The leading ISPs Telenor and NextGenTel have also deployed services based on G.fast technology. The regulator has called on the government to help fund additional cable infrastructure to reduce the country's dependence on Telenor's networks, while recent regulator measures have enabled alternative operators to upgrade Telenor's infrastructure in areas where they provide services.
The mobile market is dominated by Telenor Mobil and Telia, with Ice a distant third. The market is well advanced in LTE developments, with both Telenor and Telia spearheading networks in the region. Telenor was cited as having the fastest mobile data rates globally in mid-2018, and the company has also been chosen to manage one of the EU's key 5G development programs. The mobile broadband sector is set to develop further following the auction of spectrum in the 900MHz band in May 2018. Additional spectrum in the 700MHz band is expected to be made available for mobile broadband sue from November 2019.
