Tseytlin, who founded Wisconsin's Office of the Solicitor General in 2015, has extensive experience litigating high-stakes appeals before the U.S. Supreme Court, Federal Courts of Appeal, and State Supreme Courts. During his tenure as Solicitor General, the office prevailed in 39 out of 41 cases that it litigated to final judgment. In recent years, Tseytlin argued and prevailed in one of the most significant redistricting cases in decades and a high-stakes regulatory takings case ? both before the U.S. Supreme Court. Earlier in his career, Tseytlin clerked for Supreme Court Justice Anthony M. Kennedy.

"Having an appellate lawyer of Misha's caliber to lead our Appellate and Supreme Court practice will greatly enhance our firm's offerings," said John West, chair of the firm's Business Litigation Department. "His experience as Solicitor General, general counsel in the West Virginia Attorney General's Office and as a Supreme Court law clerk, will greatly benefit our clients."

"Misha is a nationally-renowned appellate advocate and has led many high-profile and high-stakes appeals across the country. We welcome him to our Chicago office and look forward to working together on behalf of our clients," said Bill Withrow, managing partner of Troutman Sanders' Chicago office.

Skilled appellate advocacy is one of the hallmarks of Troutman Sanders' nationally recognized litigation practice. Attorneys have appeared before the Supreme Court of the United States ? in oral argument and on brief, winning several landmark decisions. Attorneys also have appeared hundreds of times before the U.S. Courts of Appeals (in all circuits) and numerous state appellate courts.

"I'm excited to join Troutman Sanders' talented Appellate and Supreme Court practice," Tseytlin said. "As an appellate attorney I enjoy the challenge of looking at a case with a fresh perspective and helping colleagues correct course as necessary. This type of practice is important in today's legal environment."

Tseytlin received his J.D. summa cum laude from Georgetown University Law Center and bachelor's degree from Amherst College.
