IFALPA on Entry into Force of the Montreal Protocol 2014


Following the 22nd instrument of ratification deposited with the Secretary General of ICAO, the Protocol to Amend the Convention on Offences and Certain Other Acts Committed on Board Aircraft, more commonly known as the Montreal Protocol 2014 (MP14, ICAO Doc 10034), entered into force on the 1st of January 2020.

This means that States parties to MP14 will be obliged to establish State of landing jurisdiction over unruly passenger incidents onboard flights that land in their territory, irrespective of where the aircraft is registered.

IFALPA believes that this Protocol will help ensure a stronger deterrent, welcomes its entry into force as an important step in the strategy against unruly behaviour onboard aircraft, and fully supports Resolution A40-28 of the 40th ICAO Assembly, which urges all States to ratify this Air Law Treaty.
