Turn-Key Health Welcomes Scott Howell, D.O., MPH&TM, CPE to Advisory Board: Clinical Specialist, Managed Care and Healthcare Analytics Expert


Turn-Key Health (TKH), an Enclara Healthcare company, serving health plans, provider organizations and their members who experience a serious or advanced illness, is pleased to announce that Dr. Scott Howell, D.O., MPH&TM, CPE, has joined its advisory board. Howell brings over three decades of extensive payer and provider experience, having served in executive level roles at United Healthcare/Optum, AIDS Healthcare Foundation and Heritage Provider Network, a delegated medical group.

Contributing subject matter expertise in palliative care, analytics, clinical quality, network integration and payment models, Howell has performed international service in Russia, Ukraine, Guatemala, Honduras and Haiti. After 30 years Howell continues to see patients at an academic medical center with inpatient and outpatient consults.

After serving the U.S. military for 25 years, Dr. Howell is retired from the Air Force Reserves at the rank of Colonel, with his last assignment at the Office of Secretary of Defense the Department of Defense, Inspector General, Special Plans and Operations concentrating on policy including the Wounded Warrior Program, BioAssurity and the Ebola Outbreak Assessment.
