Juliet Marine Systems, Inc. (JMS) Prevails in its Claim Against the U.S. Government for Imposition of Secrecy Orders on Early JMS Patents


PORTSMOUTH, N.H., Aug. 14, 2018 /PRNewswire/ -- Juliet Marine Systems, Inc. (JMS) announced today that a settlement has been reached in its claim for damages brought against the U.S. Government.

In October 2009, under instructions from the U.S. Navy, the U.S. Patent and Trademark Office placed several pending JMS patents under Secrecy Orders which prevented JMS from publicly testing the newly developed GHOST vessel. These Secrecy Orders also restricted JMS from partnering with other defense companies and from raising funds publicly to mature the GHOST vessel related technology. 

On July 17, 2015, JMS brought an action pursuant to 35 USC § 183 seeking compensation for damages caused by the U.S. Government's imposition of Secrecy Orders. On Monday, May 7, 2018, the parties met with a federal judge mediator. As a result of this mediation, the Justice Department and the U.S. Navy agreed that the judgement in this action be entered in favor of JMS and against the U.S. Government. A settlement for an undisclosed amount has been awarded to JMS.

Prior to his founding of JMS and his development of the revolutionary GHOST high speed vessel, Gregory Sancoff, President and CEO of JMS, spent almost three decades developing businesses based on his 87 patents and inventions that improved the healthcare of millions of Americans. After his success in the medical device field, Mr. Sancoff spent eight years developing and testing the technology encompassed in the GHOST Small Waterplane-Area Twin-Hull (SWATH) vessel. The result of that effort is a vessel with proven high-speed control and stability as evidenced by over 400 hours of accident free operations. These on-water operations included sub-system testing, system level testing, and full vessel sea trials performed off the coast of New England.

Juliet Marine is now in discussions with U.S. allied nations that are interested in procuring the GHOST vessel technology.
