Contract sharing scheme in Saint-Jérôme: Richard Bégin struck from the roll for 18 months and fined $7,000


MONTREAL, Dec. 12, 2017 /CNW Telbec/ - The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on guilt and sanction in the case of Richard Bégin, who will be struck from the OIQ's roll for a period of 18 months and fined $7,000.

Mr. Bégin was found guilty of violating several sections of the Code of Ethics of Engineers, including those pertaining to the use of dishonest or doubtful practices and conflicts of interest, for sending leads on several occasions that made it possible to circumvent the city of Saint-Jérôme's competitive bidding process.

Mr. Bégin's alleged offences occurred between 2002 and 2008, while he was a director of public works for the City of Saint-Jérôme.

The full version of the Disciplinary Council's decision is available on the OIQ's Web site. In its decision, the Disciplinary Council also ordered Mr. Bégin to pay all costs in connection with the processing of the complaint, including publication costs. The $7,000 fine and the costs in connection with the processing of the complaint are payable within 12 months of the decision. Mr. Bégin's sanctions, which include being struck off the roll for 18 months and paying the publication costs, are enforceable when he registers again on the OIQ's roll.

As a reminder, the sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
