Informative Event on New Law HB 1238 Component That Protects the Well-Being of Tethered/Chained Dogs
HARRISBURG, Pa., July 18, 2017 /PRNewswire/ -- The recently signed in to law, HB 1238, introduced by Representative Todd Stephens and incorporating Senator Richard Alloway's Libre's Law, is a comprehensive anti-cruelty bill providing updates to Pennsylvania's cruelty statutes including tethering language to protect the well-being of tethered/chained dogs.
This new legislation puts reasonable limits on the time frame a dog can be tethered outside with consideration to extreme weather. The legislation also addresses regulation on the type of collar and length of tether/chain, the cleanliness of the area and the health of the dog. The owner can be held responsible for neglect if these regulations are not met.

Humane Officer, Ron Hollister will lead a presentation on the proper way to have your dog on a lead and who to contact should you be concerned for the well-being of a dog who is tethered/chained, and Veterinarian, Mary Jane McNamee, JD, VMD, and the Pennsylvania Veterinary Medical Association will talk about signs of distress and will answer any medical questions concerning a dog who is tethered/chained.
